Introduce

Dams and reservoirs as important water storage infrastructure, with multiple water services, have played important role to support social economy development. As dam failure may cause extensive damage or even loss of lives, dam safety has obtained high concern and been a top priority. The crisis at Oroville Dam happened in Feb. 2017 has attracted attentions all over the world, which arouse reflection on considering how to keep dam safety in a changing world.

International Symposium on Dam Safety, organized by Chinese National Committee on Large Dams (CHINCOLD), will be held in Changsha, China on November 9 to 10, 2017. The aim of this symposium is to discuss and exchange the state of the art concepts, methods, technologies related to dam safety in a changing situation, such as considering of climate change and changing requirements, so as to advance the implementation of practice and to ensure the safe of dam projects.

This Symposium will be held together with the 2017 CHINCOLD Annual Meeting. The CHINCOLD Annual Meeting is one of the most important events in dams and hydropower society in China and has attracted 600-800 participants every year since 2011, including many high level experts such as Former Minister of Ministry of Water Resources of China Mr. Wamg Shucheng, ICOLD President Prof. Anton Schleiss, Hon. President Prof. Luis Berga, and Vice President M. Rogers. During the Annual Meeting, the 10th Round Table meeting on Sustainable Development for Africa, Round table meeting on Public Awareness, Youth Forum will be organized together with technical sessions. Post study tours will be arranged after the Symposium.

Changsha, the capital city of Hunan province, is an ancient city with a history of 3,500 years. It used to be a place of strategic importance in the Kingdom of Chu, and a famous prefecture of the Qin Dynasty (221BC-207BC). Now Changsha is an important city with historical and cultural relics, and an ideal destination of tourists in Hunan province. Changsha is closely related to a great number of celebrities, including Chairman Mao Zedong; and Hunan First Normal College, the meeting venue of the Autumn Harvest Uprising, Qingshui Pool and other historic sites remind tourists of the old stories. There are also many natural scenic spots, including the Mount Yuelu which is pregnant with beauty and vitality, the Xiangjiang River that flows through the whole city from south to north with the picturesque Orange Isle quietly lying in it. All these jointly compose a melodious song.

Topics

This symposium will focus on “dam safety in a changing world”, topics are as following:

1.New risk factors and safety assessment

2.New requirements of urbanization and economic development on reservoir flood control and operation

3.The state of the art: construction and reinforcement technologies for safety

Articles and presentations related to the above topics are welcome. The meeting will print the abstract collection and the full paper disk collection. Presentation with articles will be given a priority to the Symposium program.

Vaga Hotel

Vaya International Hotel, is a deluxe ecological garden hotel with Guitang River and Salt Ship Mountain ecological garden around. With an area of about 120 thousand square meters, the hotel boasts a 19-story building (No.1 Building) and a deluxe villa, including 518 rooms and perfect dinning and entertainment facilities. It has pretty convenient transportation with only 20 minutes' drive to Huanghua Airport, 10 minutes' to the train station or Changsha South Station and 5 minutes' to the Beijing-Zhuhai expressway. It was officially titled Five-Star Hotel by National Tourism Administration on March 12th, 2007.

Post-study tours

Two routes (Route A and B) are planned to be arranged after the symposium with duration of two days. Visit to some nature scenic spots and historic sites will be arranged along the way to the projects.

Tour A: Changsha - Dongjiang HPP

The Dongjiang Dam is an 157m high double curvature arch dam on the Lishui River 14 km southwest of Zixing in Hunan Province. The dam was constructed in 1980s and was the highest double curvature arch dam in China at that time. Dongjiang HPP has a 500 MW hydropower station. The project also provides for flood control, navigation and water supply.

Tour B: Changsha - Wuqiangxi HPP – Taoyuan HPP-Jiangya HPP

The Wuqiangxi Dam is an 87.5m high concrete gravity dam on the Yuan River in Yuanling County, Hunan Province. The purpose of the project is flood control, hydroelectric power generation and navigation. The dam supports a 1200 MW power station along with a three-stage ship lock. The project began construction in 1986 and all the five generators were operational in December 1996.

Taoyuan Hydropower Station is located on the Yuanshui River, Taoyuan County, Changde City, Hunan Province. The total installed capacity of the project is 180MW and the surface area of reservoir at full water level is 29,970,000m2, with the average annual power generation is 792,700MWh, and the net annual power supplied to the grid is 790,718MWh3.

The Jiangya Dam is a 131m high concrete gravity dam on the Loushui River, located 50 km northeast of Zhangjiajie in Hunan Province,. The multi-purpose dam has an installed generation of 300MW and commissioned in 1999.
